天気に関係がある。

It has something to do with the weather.

「AはBと関係がある」は「A has something to do with B」と言います。たとえば「Money has something to do with it.（お金と関係がある）」など。「something」を省略して「A has to do with B」とも言います。そして、名詞を動名詞にも置き換えられます。たとえば

「It has to do with getting promoted.（昇格することと関係がある）」

「It has something to with him getting fired.（彼がクビになったことと関係がある）」など。

そして、名詞の代わりにWH名詞節を置き換えて

「It has to do with where you live.（どこに住んでいるかが関係している）」のような文もできます。
