「挨拶する」は「say hello」ですが、別れの挨拶なら「say goodbye」になります。
たとえば
Aren't you going to say goodbye?
（帰るのに挨拶してくれないの？）
そして「without ~ing」は「～せずに」という意味です。
たとえば
I went to bed without brushing my teeth.
（歯を磨かずに寝た）
I passed the test without studying.
（勉強せずにテストに受かった）
