「It depends on 〜」は「〜によりけり」、「〜次第」という言い方です。続くのは名詞か「WH名詞節」です。
たとえば
「It depends on the weather.（天気による）」、
「It depends on how much it is.（いくらかによる）」、
「It depends on who’s going to go.（誰が行くかによる）」など。
この「if」は「かどうか」という意味です。「whether」もありますが大体は「if」を使います。これも「WH名詞節」です。たとえば
「It depends on if he likes kids.（彼が子供が好きかどうかによる）」、
「It depends on if he’s single.（彼が独身かによる）」など。
