「be allowed to ~」は「許されている」という意味です。「allow」の発音は「アロー」ではなくて「アラウ」です。
たとえば
I'm allowed to come to work late.
（私は遅れて出社しても大丈夫）
Are you allowed to smoke here?
（ここは喫煙ですか？）
I'm not allowed to stay out all night.
（私は朝まで遊んじゃダメなの）
You're not allowed to tell anyone.
（誰にも言っちゃダメだよ）
